How is the fault liability?
Free Internet usually means that you go log in to a Wi-Fi network. Many of our listed methods based on it. Free Internet: Cafés and restaurants

Free Internet: mobile phone rates are "sponsored surf-basic" by netzclub.net
Free Internet-flat with each month 100 MB data volume at a data rate of up to 7.2 Mbit / s. What's the catch? There is none in the range of Netzclub.NET, at least in terms of free surfing on the Internet. Who so take a SIM card from Netzclub.NET, can mobile surf. The high-speed volume is gone, is reduced to 32 kbit / s, but not locked.

Security warning
Open Wi-Fi networks are a security risk for several reasons. Cunning fraudsters can open a hotspot with the same name with a laptop and fish off your data. And connections without a password are unencrypted and therefore purely technical for each read like a postcard.

You should involve also a VPN connection with a VPN server of your trust in addition to Wi-Fi. Until then, it is safe to do private and in particular commercial things about free Wi-Fi networks.
